Police later confirmed to 7NEWS.com.au the pair had dropped some items on the tracks and were attempting to retrieve them.

Deputy Commissioner Mal Lanyon told reporters “tragically” two people passed away in the incident.

“It is currently a matter of investigation … there is still a lot to work through,” he told reporters.

“But, it appears some property of one of the persons became to be on the railway track, and it appears two persons have then entered the railway track and unfortunately a train approached at the time.”

They have not been formally identified.

7NEWS understands the pair were known to each other.

Police are investigating the circumstances surrounding the crash.

A report will be prepared for the coroner.
