Canada’s Nuclear Disaster Plans Updated in Response to Ukraine War – National

Canada is updating its emergency protocols in anticipation of potential fallout from a tactical nuclear exchange in Europe or radiation spreading from a Ukrainian power plant explosion. According to internal notes from Public Safety Canada, these measures include updating a secret plan to ensure the functioning of the federal government during a severe crisis. Additionally, Ottawa is finalizing a protocol for informing the Canadian public about an incoming ballistic missile. The invasion of Ukraine by Russia in 2021 prompted discussions and initiatives to enhance Canada’s preparedness for a catastrophic nuclear event. Concerns were focused on Ukraine’s Zaporizhzhya nuclear power plant, which was hit by shelling, leading to a potential risk of a severe accident due to ongoing military activities. Global Affairs Canada procured potassium iodide pills as a precaution, and plans for increased requests for consular assistance were also developed. However, the notes emphasize that there were no expected radiological effects or appreciable risk to people in Canada. The Federal Nuclear Emergency Plan outlines Public Safety’s role in coordinating communication to the public during an international nuclear event. Additionally, a refresh of the Continuity of Constitutional Government plan is being conducted to ensure essential processes can continue during a major calamity. The plan includes relocating key government institutions to an alternate site outside the National Capital Region. A national Missile Warning Protocol has also been ratified to inform the public and federal partners of an inbound missile. Canada’s efforts to review and update emergency plans in response to the crisis in Europe are seen as a responsive and encouraging move, according to nuclear security expert Ed Waller.
