Kidnapping victim jumped from moving vehicle as suspect sexual assaulted her while driving, police say

CONCORD — A 24-year-old man has been arrested and charged with kidnapping and sexually assaulting a woman who bailed from his moving car to escape, authorities said.

Edgar Ivan Mendoza-Uribe, of Vallejo, was charged with kidnapping, sexual battery, assault with intent to commit another crime and evading police, all felonies. He was also charged with a misdemeanor count of committing a hit and run. His bail has been set at $1.2 million.

The details behind Mendoza-Uribe were distressing to police as well as the alleged victim, who called 911 after being pulled into Mendoza-Uribe’s vehicle, but was unable to articulate exactly what was going on. The dispatcher was met with the sound of her screaming at Mendoza-Uribe to stop the attack, followed by sounds consistent with a fight, authorities said.

Police were able to triangulate the location of the call to an area of Concord, where an officer noticed Mendoza-Uribe’s vehicle traveling in excess of 100 miles per hour. Mendoza-Uribe drove to the Port Chicago Highway and crashed, but escaped on foot, police say.

When officers tracked down the victim, she said she was leaving a 7-Eleven on Monument Boulevard a little after 2 a.m. when Mendoza-Uribe approached in a Honda Accord and asked her a question. She said she couldn’t hear what he said, but when she walked next to the car and opened the door to better hear him, he pulled her inside and grabbed her breasts, authorities said.

After screaming, “Let me go,” the woman leapt out of the car as it was making a turn on Ygnacio Valley Road, police said. She reportedly sustained minor injuries from the fall.

Mendoza-Uribe was arrested around 12:30 p.m. on the same day as the kidnapping, when he went to the Concord police department and said he wanted to report the Honda stolen, authorities said.

Mendoza-Uribe’s next court date has been set for Sept. 7, records show.
