Laptop Imports: Government has ‘good news’ for Apple, Samsung and other laptop makers

Weeks after reports suggested that India may defer the import duty curbs on PCs, laptops and tablets, a top official said that the government will not impose the licensing requirement on those imports but will only monitor their inbound shipments.
The development comes as a breather for companies, including Apple, Samsung and other companies which import laptops in India. In August this year, the government announced that products, including laptops, tablets and computers, would be put under a licensing regime from November.
“On laptops, we are of the view that there are no restrictions as such. We are only saying that somebody who is importing these laptops, have to be under close watch, so that we can look at these imports,” said commerce Secretary Sunil Barthwal.
“It is basically monitoring, which we are doing. It has nothing to do with restrictions as such,” Barthwal added, as reported by news agency PTI.
Import management system from November 1
Santosh Kumar Sarangi, director general of foreign trade (DGFT) said that an import management system will come into place from November 1. The work is in progress and hopefully, it will be in place before October 30, he added.
Why restrictions were imposed
The government said that it imposed import restrictions on laptops, computers, tablets, microcomputers, large or mainframe computers, and certain data processing machines to boost domestic manufacturing and cut imports from countries like China.
The government’s objective with this move is to “ensure trusted hardware and systems, reduce import dependence and increase domestic manufacturing of this category of products”, said IT minister Rajeev Chandrasekhar.
Following the notification, the IT hardware industry flagged concerns saying that it will take time for them to configure and set up manufacturing/assembling units in the country. India imports about $7-8 billion worth of these goods every year.
