A suspect wanted for first-degree murder in Toronto was captured by U.S. authorities in upstate New York near the Canadian border.

In a news release, U.S. Customs and Border Protection said Luis Miguel Eucebio-Severino, 29, was located in mid-January by U.S. Border Patrol officers following a concerned citizen’s report near Westville, N.Y., close to the state’s border with Quebec.

On Jan. 12 at approximately 8 a.m., U.S. Border Patrol received a report of a person who exited a vehicle and ran into a field. Officers searched the area and found a person in the nearby woods.
Eucebio-Severino did not have immigration documents or status that would legally allow him to be in or remain in the United States, authorities said.

At approximately 5 p.m., U.S. border agents handed Eucebio-Severino over to the Canadian Border Services Agency in Cornwall, Ont. Later that evening, Toronto Police took Eucebio-Severino into custody.
Eucebio-Severino, a citizen of the Dominican Republic, was named in a nationwide warrant for first-degree murder by Toronto Police on Dec. 21, 2023.
He is accused of shooting dead 36-year-old Roberto Lowndes in the Wilson and Oakland Aves. area of North York on Dec. 9.
