Health Canada is set to implement new regulations that require warning labels on individual cigarettes, making Canada the first country in the world to take this step. The labels, written in English and French on the paper around the filter, will include warnings about harming children, damaging organs, causing impotence, and leukemia. The goal of these labels is to help smokers quit and deter potential smokers from starting. Advocates believe that the labels will discourage teens from taking up smoking and provide new information and messaging for nicotine-dependent parents trying to quit. Many studies in Canada and elsewhere have shown the effectiveness of printing warnings on each cigarette. Tobacco use continues to be a significant public health problem in Canada and is the leading preventable cause of disease and premature death, according to the then-health minister Jean-Yves Duclos. The decision to implement these warning labels follows Canada’s ban on tobacco advertising, promotion, and sponsorship, as well as the requirement for pictorial warnings on cigarette packages. More than 130 countries have followed Canada’s lead in this regard. Not all smokers view the escalating warnings favorably, with some believing that higher taxes would be a better deterrent. Organizations funded by tobacco companies have opposed the implementation of stronger warning labels, citing concerns about the black market and organized crime. However, advocates argue that gradual price increases and more impactful messaging can effectively reduce smoking rates. Starting in July 2024, king-size cigarettes will be the first to feature the new warnings, followed by regular-size cigarettes and little cigars by April 2025. The Canadian Cancer Society and other advocacy groups are calling for comprehensive strategies, including increased taxation, legislation, and programming, to achieve Health Canada’s goal of less than five percent smoking prevalence among the 15-plus population by 2035. Additionally, they recommend banning price promotions and flavored tobacco products.
