The Commission for Air Quality Management (CAQM) in Delhi NCR and adjoining areas had issued statutory direction last month for implementation of the revised schedule of the Graded Response Action Plan (GRAP) as and when orders under GRAP were to be invoked. With no respite in air quality in the capital in the recent days, CAQM has now implemented GRAP Stage IVto tackle ‘Severe+ Air Quality’ i.e.AQI >450.
The CAQM sub-committee observed that the average AQI in Delhi was recorded as 415 on November 4, while on November 5 at around 02:00 PM it rose to 461. By 4 PM, the average AQI for Delhi stood at 454. Keeping in view the prevailing trend of poor air quality and pollution in Delhi, in an effort to prevent further deterioration of the AQI, the sub-committee has announced the implementation of Stage IV of GRAP with immediate effect, in addition to the stage I, II and III actions already in force.

The restrictions for vehicles under GRAP Stage IV include –
- Stopping of entry of truck traffic into Delhi (except for trucks carrying essential commodities/providing essential services and all LNG/CNG/electric trucks).
- No permission to Light Commercial Vehicles (LCVs) registered outside Delhi, other than EVs/CNG/ BS6 diesel, to enter Delhi, except those carrying essential commodities/providing essential services.
- Ban on plying of Delhi – registered diesel operated Medium Goods Vehicles (MGVs) and Heavy Goods Vehicles (HGVs) in Delhi, except those carrying essential commodities/providing essential services.
Additionally, as a part of GRAP Stage III that is already in force since November 2, BS3 petrol and BS4 diesel four-wheelers (LMVs) are not allowed to ply on the roads of Delhi and in districts of Gurugram, Faridabad, Ghaziabad and Gautam Buddha Nagar.
