Video verification now mandatory to get car/bike PUC certificate: Here’s why

In a bid to ensure stricter vehicle emission control, it has now been mandated to record video of the Pollution Under Control (PUC) testing process for all vehicles across the country. The recorded videos will then be uploaded on the government’s VAHAN portal before the certificate is issued. This new regulation is aimed at curbing fraudulent practices and guaranteeing the accuracy of PUC certificates.
The decision comes after the authorities received several complaints that some PUC centres are issuing the emission under control certificates without even testing the vehicles.
The VAHAN portal, serving as the national register for e-services by the Ministry of Road Transport and Highways (MoRTH), has undergone modifications to incorporate video uploading features. The National Informatics Centre (NIC) spearheaded the essential changes, granting access to PUC centers nationwide. This modification allows these centers to upload videos seamlessly on the VAHAN portal. The video recording requirement adds a layer of transparency and accountability to the process.

Every vehicle in India is required to undergo and pass the PUC test to adhere to The Motor Vehicles Act regulations. The emission test certificate is issued after a comprehensive examination of the vehicle’s exhaust gas, with the test results detailed in the vehicle pollution certificate.
Initially, being one of the most polluted states in the country, New Delhi has adopted the new guidelines immediately while other states will follow the mandate soon.
