The caller also saw the vehicle sideswipe concrete barriers at the side of the road multiple times before it pulled into a service station parking lot.
A police officer arrived minutes later and found the vehicle parked in the lot with its engine running and passenger-side door open, and observed a driver and front-seat passenger apparently asleep.
The officer noticed signs of alcohol impairment while speaking with the driver.
Cops say the driver was found to have a blood-alcohol concentration (BAC) more than five times the legal limit and the second-highest BAC recorded since York police began tracking these statistics.
